Chris Kemp 2022
Christine Kemp, Chief Executive Officer

Christine Kemp became the CEO of Peoples Community Health Clinic Inc. (PCHC) in January 2018.  She has been a PCHC employee since 1994 working various positions.  She earned her Bachelor of Science in Community Health Education from Iowa State University, attended Cardinal Stritch University’s Master of Health Administration Program, and earned her MBA from the University of Northern Iowa. Ms. Kemp completed the Johnson & Johnson/UCLA Health Care Executive Program sponsored by HRSA in 2008.

Ms. Kemp is very involved in the Iowa Primary Care Association, INConcertCare and Iowa Health+.  She is a member of the Otto Schoitz Foundation Board of Directors and a member of the Downtown Waterloo Rotary Club.  She is a long time Waterloo resident and a dedicated volunteer in her community.

Tera Block Director
Tera Block, Chief Operating Officer

Tera has been employed with PCHC since 1997 working in various positions. Most recently, she worked as the Chief Information Officer.  In Tera’s current position, she is a key member of the senior management team, responsible for overseeing and implementing the daily operational strategies of the organization.

During her time with PCHC, Tera’s contributions have been key to the successful implementation and integration of the Electronic Health Record system.   She has also developed key IT Security policies and procedures as well as enhancing network security to ensure the safety of patient information.  She continues to support the quality initiatives that have enhanced operational efficiencies at PCHC.  She enjoys her role as the Chair of the Data Governance Committee with the Iowa Primary Care Association. Tera is also a member of other various committees throughout the Iowa Primary Care Association and Oregon Community Health Information Network.

Dr. Duclos Medical Director
Dr. Sharon Duclos, Co-Medical Director

Sharon Duclos, MD is the medical director of PCHC’s Adult Services Department. She received her medical degree from Texas Tech School of Medicine and completed her residency at Lynchburg Family Practice. She has been a physician at PCHC since 1993 starting as a National Health Service Corps loan repayment recipient.

Dr. Duclos is a Civil Surgeon and an active member of a Disaster Medical Assistance Team with the US Department of Health and Human Services’ National Disaster Medical System. She has served as the Clinical Representative on the Iowa Primary Care Association’s Board of Directors and is the ongoing Physician Champion of PCHC’s Chronic Care Collaborative team. She regularly speaks to Community Health Centers and other medical groups about population health improvement. She is board certified with the American Academy of Family Physicians.

Dr. Neumann Medical Director
Dr. Kimberly Neumann, Co-Medical Director

Kimberly Neumann, MD is the medical director of PCHC’s Pediatric Services Department. She earned her medical degree from the University of California, Los Angeles School of Medicine and completed her Residency and an Internship in Pediatrics at the University of Wisconsin Children’s Hospital, Madison, Wisconsin. She has been with PCHC since 1992 also starting as a National Health Service Corps loan repayment recipient.

Dr. Neumann is a Civil Surgeon and is fluent in Spanish. She regularly volunteers on medical mission trips to Jamaica and as the physician chaperone for the Miracle Mix Kids trip to Disneyland for families with seriously ill children. She is board certified with the American Academy of Pediatricians.

Dr. Krista Chase, Dental Director

Angela
Angela Conrad, Director of Behavioral Health Services

Angela Conrad joined PCHC in December 2022 as the Director of Behavioral Health Services. Prior to joining PCHC, Angela worked at a large regional health system in several roles ranging from Social Worker to Director of Operations. Throughout her career, Angela has worked in interdisciplinary settings and values the truly integrated health model at PCHC.

Angela earned her Bachelor of Arts in Social Work from the University of Northern Iowa and her Master of Social Work degree from the University of Kentucky in Lexington. Angela is a Licensed Independent Social Worker and a Certified Patient Experience Professional.

Lanett Kane Director
Lanett Kane, Clinical Director 

Lanett Kane, RN, BSN has been employed at PCHC since 1990. She has held numerous clinical positions and has been Clinical Director since 2021. She also oversees the Risk Management Program and is PCHC’s Privacy Officer. She earned her Bachelor of Science in Nursing from Allen College of Nursing in 2001.

Lanett has served as a member of the Medicaid State Innovation Model and is currently a member of NACHC’s QI Advisory Board, Midwest Clinician Board of Directors, and IH+ Consumer Advisory Committee. She is a committee member of the Breast Health Initiative in the African American community in collaboration with the Black Hawk County Health Department and Iowa Department of Public Health. She attended the Stanford Chronic Disease Self-Management Workshop and participated in trainings in the Waterloo/Cedar Falls area. Lanett completed the Iowa Health Consortium Clinical Health Coach Training Program and can now train staff on motivational interviewing and techniques as a Health Coach. Under her leadership, PCHC’s Waterloo and Clarksville sites obtained Patient-Centered Medical Home Certification.

Amy Rueber Director
Amy Rueber, Pharmacy Director

Amy received her Doctor of Pharmacy degree from Drake University, College of Pharmacy in Des Moines, Iowa. She first came to Peoples Community Health Clinic to work in the pharmacy when Peoples contracted through a local hospital to run the pharmacy.

In 2003, Peoples Clinic expanded services and the pharmacy became an official part of the Peoples Community Health Clinic. Amy made the choice to stay on as a pharmacist and soon worked her way up to Pharmacy Director. As the director, she oversees pharmacy operations, including the 340B Drug Pricing Program, which enables entities like community clinics to stretch scarce federal resources as far as possible, making it possible to reach more patients and provide better prices on comprehensive services and medications. Her clinical skills include vaccine certification and anticoagulation, hypertension, and diabetes management.

Lorene Dehl, Human Resource Director

Lorene attended University of Northern Iowa, graduating with a bachelors in elementary education. She earned SHRM-Certified Professional credentials in 2021.

Lorene started at Peoples Clinic in January 2023. She previously worked at Tri-County Head Start as Program Manager and at Waterloo Community School District as Recruitment and Staffing Specialist. She is a proud, lifetime resident of Waterloo.
